... Eight executives promoted, transferred in public service changes

MBABANE – The Civil Service Commission (CSC) has announced a major reshuffle involving eight senior government officials, with changes affecting key ministries including Finance, Natural Resources and Energy, Public Service, Defence and National Security, Justice and Constitutional Affairs, Tinkhundla Administration and Development, and Education and Training.

According to a press statement issued by the Commission, the promotions and transfers form part of efforts to strengthen the administration of the public service and improve service delivery.

Among the notable changes is the movement of Nomphumelelo Msibi, who has been shifted from the position of Director – Corporate Services to become Director – Financial Policy and Reforms in the Ministry of Finance.

The appointment places Msibi in an important portfolio dealing with financial policy and reforms at a time when Government continues to focus on strengthening public financial management and improving the administration of state resources.

Another senior official, Sindi Precious Thwala-Tembe, has been promoted from Deputy Executive Secretary at the Teaching Service Commission to become Under Secretary in the Ministry of Natural Resources and Energy.

The ministry is responsible for several strategic areas of the economy, including energy and natural resources administration.

PUBLIC SERVICE OFFICIAL PROMOTED

The Commission has also promoted Khangezile Jele, who previously served as Assistant Deputy Executive Secretary at the Civil Service Commission.

Jele will now serve as Under Secretary – Human Resource Development, responsible for the Government In-Service Training Facility under the Ministry of Public Service.

Her new role places her within the government structure responsible for developing and strengthening the skills of public servants.

The latest changes also involve several Under Secretaries being moved between ministries.

Senzukuthi Bhembe has been transferred from the Ministry of Public Service to the Ministry of Defence and National Security, where she will serve as Under Secretary.

Meanwhile, Sanele Cyprian Malambe has been transferred from the Ministry of Defence and National Security to the Ministry of Justice and Constitutional Affairs, also as Under Secretary.

Gugu Nsibandze moves from the Ministry of Justice and Constitutional Affairs to the Ministry of Tinkhundla Administration and Development, where she takes up the position of Under Secretary.

FINANCE, EDUCATION ALSO AFFECTED

The Ministry of Finance receives another senior official through the transfer of Ncamsile Mntshali, who moves from the Ministry of Education and Training to serve as Under Secretary at Finance.

Completing the changes is Zwakele Dlamini, who has been transferred from the Ministry of Tinkhundla Administration to the Ministry of Education and Training, where he will serve as Under Secretary – Administration.

The reshuffle effectively moves experienced senior administrators across government departments while also promoting officials into positions carrying greater responsibility.

In its statement, the CSC said the changes were undertaken as part of its continuing effort to strengthen public service administration and improve the delivery of services.

The movements cut across ministries that oversee some of Government’s core responsibilities, ranging from national finances and human resource development to education, energy, justice, security and local administration.

The Commission is responsible for personnel matters involving sections of the country’s civil service, while individual ministries rely heavily on senior administrative officials such as directors and under secretaries to coordinate policy implementation, administration and day-to-day government operations.

The latest appointments therefore place the affected officials at the centre of administrative work within their respective ministries.

The statement presented the changes as promotions and transfers within the executive cadres of Government, rather than the creation of entirely new positions.
