DEFENCE MINISTRY REQUESTS E1.7 BILLION BUDGET FROM SENATE

MBABANE – The Ministry of Defence and National Security has proposed a budget of E1.7 billion for the 2025/26 financial year, seeking approval from the Senate. Additionally, the Ministry has requested E50 million for capital projects.

Acting Minister Pholile Shakantu, accompanied by Principal Secretary Prince Sicalo, presented the budget proposal on March 14, 2025. This request follows an earlier discussion in the House of Assembly and will now be considered by senators during the ongoing annual performance debate.

Ministry’s Role and Responsibilities

The Ministry of Defence and National Security serves as the supreme headquarters of the Umbutfo Eswatini Defence Force (UEDF) and manages both civilian and military affairs. It operates under the political authority of His Majesty King Mswati III, who is also the Commander-in-Chief of the UEDF.

The Ministry’s civil-military staff plays a crucial role in:

  • Advising the Minister on operational needs,
  • Providing data for policy and funding decisions,
  • Implementing government directives, and
  • Collaborating with other government departments and the public.

Key Initiatives and Developments

Despite financial constraints, the Ministry has continued to fulfill its mandate efficiently. Notably, it has embarked on cost-saving projects aimed at enhancing self-sufficiency within the UEDF.

  1. Apparel Sewing Factory at kaGcina

The Ministry has established a fully operational Apparel Sewing Factory at kaGcina to locally produce army uniforms, reducing reliance on external suppliers. The factory’s setup included acquiring 55 industrial sewing machines, along with camouflage fabric and trims, enabling the production of:

  • Camouflage uniforms,
  • Khaki uniforms,
  • Jerseys, and Badges.

Completed uniforms are distributed through the supply department at Matsapha Garrison and issued to various barracks as needed.

  1. Agricultural Projects for Food Security

The Ministry has also launched two agricultural projects to improve food security and reduce costs associated with food procurement.

  • 50-Hectare Maize Farming Initiative: Implemented in collaboration with the National Maize Corporation and the Eswatini Water and Agricultural Development Enterprise (EWAD), this project aims to increase local maize production and cut food import costs.
  • Crop and Vegetable Production: A second project focuses on growing beans and vegetables, diversifying food production within the UEDF. Land preparation for bean farming started on February 1, 2025, with planting set to conclude by March 2025.

Conclusion

With the proposed budget, the Ministry aims to strengthen national security operations, enhance cost-effective uniform production, and improve food self-sufficiency. The Senate will now deliberate on the request, which, if approved, will help sustain these key initiatives while ensuring the efficient operation of the UEDF.
