MATSAPHA – His Majesty King Mswati III has made nine adjustments and promotions at His Majesty’s Correctional Services (HMCS).
The king made these announcements on June 20, 2025 during the 17th Correctional Services Day, which took place at HMCS Staff College in Matsapha. The HMCS was also celebrating 30 years of having tranformed from prisons to correctional institution.
The theme of this year’s celebration is “Celebrating the Transformative Power of Second Chances: A 30 Year Milestone.” The king announced that there was a position of commissioner general and that would be HMCS Commissioner General LaMakhosini Phindile Dlamini. The king said there would be no changes on that regard.

Commissioners have been promoted to the rank of Deputy Commissioner Generals, a new rank that had been created within the HMCS. This rank will be occupied by Mfanuzile Malindzisa, Bongani Khumalo, and Vusi Sicelo Kunene, who was announced by the king as a new Deputy Commissioner General.
However, Vusi Sicelo Kunene had earlier on been announced as Commissioner, together with Cyril Vusumuzi Maseko, Manqoba Nkambule, Glory Phindile Sibandze, and Ephraem Thwala. The king further announced other Commissioners, who had been promoted into this rank and they include Vusani Zwane and Makhosahlangene Maseko.
The king said these adjustments and promotions are in line with the standards that had been adopted by many countries within the SADC region. The king said it would be good for the country to align with those standards so that it could be able to work together with those countries, for the good of the region and the continent as a whole.
His Majesty the King further informed the nation that he would also continue with other promotions announcements next year, much to the amusement of the attendants of the occasion. He said this would serve in a good manner, as people had become accustomed to the king bringing good news during such occasions.
