MBABANE — Thousands of civil servants across Eswatini will this month smile their way to the bank following government’s decision to fully implement the long-awaited Category Three salary review — a move described as a major milestone in improving the welfare of public sector employees.

After weeks of intense social dialogue and late-night negotiations, the Government and workers’ representatives reached a consensus to roll out 100% of the salary adjustments recommended by the consultant, marking a significant step forward in the country’s public service remuneration reforms.

Full Implementation Secured

Principal Secretary in the Ministry of Public Service, Mthunzi Shabangu, confirmed that Cabinet had approved Scenario Number Three of the salary review, and all parties have agreed on its full implementation, rather than the initially proposed staggered 64% approach.

The reviewed salaries will take effect from October onwards, with each grade receiving adjustments according to the consultant’s recommendations. These increments vary per grade, ensuring a structured and equitable uplift across the public service spectrum.

“We have agreed for a full 100% implementation of the Salary Review increment… All salaries are going to be reviewed and adjusted as per the recommendations of the consultant,” Shabangu explained.

Back Pay and Allowances Included

To sweeten the deal even further, government will this month pay 15% of the back pay, with the remaining 85% scheduled for July next year. This ensures that civil servants not only benefit from higher monthly salaries going forward, but also receive a tangible financial boost in the immediate term.

In addition, the package includes a 5% once-off payment for Grades A and B and full housing allowances for the same grades, all accommodated within the approved E800 million budget mandate.

Celebrating Social Dialogue

The journey to this agreement was not without its challenges. Shabangu acknowledged that negotiations had been “engaging and stretching”, often extending into the early hours. But he praised the spirit of social dialogue, which ultimately prevailed to deliver a solution that benefits both government and its workforce.

“It has not been an easy journey… But by and large, the spirit of social dialogue has prevailed. Hence the ultimate result that now we are celebrating,” he said.

A Boost for Morale and Service Delivery

The salary review is expected to significantly boost employee morale, strengthen retention of skilled workers, and enhance service delivery across ministries. For thousands of teachers, nurses, police officers, and administrative personnel, this month’s payslip will be a source of renewed optimism.

The Honourable Minister of Public Service is expected to formally unpack the full details of the agreement at a press conference, underscoring government’s commitment to transparency and the well-being of its workforce.
