GOVT BEGINS STATE-OWNED ENTERPRISES SALARY REVIEW

MBABANE – Government has taken a significant step towards enhancing governance, fairness, and sustainability within State-Owned Enterprises (SOEs) following the signing of a contract for a comprehensive review of salary structures across the sector.

The contract was signed on Monday by the Ministry of Finance Principal Secretary, Vusie Dlamini, and Emergence Human Capital Managing Director, Raun Smythe, who will lead the exercise on behalf of the consultancy firm.

Speaking during the signing ceremony, the Minister of Finance described the review as a critical intervention aimed at strengthening the performance and long-term viability of State-Owned Enterprises, which play a key role in driving national development and delivering essential services.

The Minister said the exercise seeks to promote fairness, consistency, and transparency in remuneration practices across SOEs while ensuring that compensation structures remain competitive and aligned with industry standards.

“This review is an important part of Government’s broader efforts to enhance governance and improve operational efficiency within State-Owned Enterprises. It will help establish equitable and sustainable remuneration frameworks that support performance and accountability,” said the Minister.

The salary review comes as Government continues implementing reforms designed to improve the effectiveness and financial sustainability of public institutions. Authorities believe a well-structured remuneration system is essential for attracting and retaining skilled professionals while ensuring responsible use of public resources.

Following the contract signing, Emergence Human Capital presented an overview of the assignment to Chief Executive Officers (CEOs) and Chief Financial Officers (CFOs) from various State-Owned Enterprises.

During the presentation, the consultancy outlined the scope of the review, its objectives, methodology, and expected outcomes. The engagement provided an opportunity for SOE leaders to gain insight into the process and contribute to discussions on the future of remuneration management within the sector.

The review is expected to provide Government with recommendations that will support the development of harmonised salary structures, promote equity among employees, and strengthen organisational performance across State-Owned Enterprises.

The initiative underscores Government’s commitment to modernising public sector institutions and ensuring that SOEs remain efficient, competitive, and financially sustainable in an evolving economic environment.
