MATSAPHA – In a rousing call for renewed accountability and ethical leadership, Under Secretary in the Ministry of Justice and Constitutional Affairs, Gugu Sibandze, has assured the newly appointed Human Rights and Public Administration/Integrity Commissioners of unwavering government support.
Delivering her keynote on behalf of the Minister during the official opening of the induction programme at Esibayeni Lodge, Sibandze hailed the long-awaited appointment of the Commissioners as a milestone moment in Eswatini’s democratic journey.
“For nearly two years, the absence of a full complement of Commissioners has presented considerable challenges,” she said. “Today, we turn a new page, confident that this revitalized Commission will bring legitimacy, energy, and credibility to the work of protecting the rights of all Emaswati.”
INTEGRITY, NOT JUST POLICY, BUT PRACTICE
Sibandze reminded the Commission of its dual mandate, to champion both human rights and public integrity, which, she said, is more than a constitutional duty. It’s a moral contract with the people of Eswatini.
“Rights must not remain theoretical pronouncements. They must be real, tangible, and experienced in the daily lives of our people,” she emphasized.
She underscored the importance of aligning the Commission’s operations with international benchmarks, notably the Paris Principles, which guide the work of national human rights institutions worldwide.
BUILDING A PROACTIVE, ENGAGED COMMISSION
The Ministry’s vision, Sibandze said, is to see a Commission that does more than handle complaints.
“We expect a Commission that is proactive, responsive, and deeply engaged across all sectors of society,” she added. “A body that partners with civil society, strengthens ethics in governance, and nurtures a culture of dignity and respect.”
GRATITUDE TO GLOBAL PARTNERS
The Under Secretary also extended warm thanks to the UNDP, and international experts from Zambia and Kenya, for their continued support in capacity-building.
“Your presence and insights are not only welcome but vital. The knowledge exchanged here is an investment in the future of this country,” she said.
As the week-long induction progresses, Sibandze encouraged Commissioners to embrace the task ahead with courage and commitment, reaffirming that the Ministry of Justice remains an active and willing partner in building a fairer and more accountable Eswatini.
