GABORONE, BOTSWANA – Two distinguished Emaswati professionals have made the nation proud by earning prestigious recognition from the Southern African Development Community (SADC) Secretariat for their exceptional contributions to regional development and integration.
Feziwe Matsebula, Senior Officer for Planning and Programming, and Thokozani Mlotsa, Resource Mobilisation Officer, were awarded Certificates of Excellence for their outstanding performance in advancing the SADC Regional Integration Agenda for 2023/2024. The awards were presented during the Secretariat’s staff recognition ceremony in Gaborone, Botswana, further solidifying Eswatini’s growing influence in regional policy and economic planning.
Driving Regional Development
Matsebula plays a pivotal role within the Directorate of Policy Planning and Resource Mobilisation (PPRM), where she leads two key divisions: Planning & Budgeting, and Partnerships & Resource Mobilisation. She oversees the annual planning and budgeting of SADC’s 63 cost centers, ensuring that financial resources are effectively managed to support sustainable regional growth. Her expertise extends to high-level negotiations with SADC’s international partners, shaping funding strategies that drive economic and infrastructural advancements across the region. Since joining the SADC Secretariat in 2018, Matsebula has been instrumental in developing policies that promote economic cooperation and regional prosperity.
Mlotsa, on the other hand, is a key figure in mobilising resources to finance critical regional integration programs. His work ensures that SADC secures funding through partnerships with International Cooperating Partners (ICPs) while also exploring domestic funding strategies outlined in the SADC Resource Mobilisation Strategy. His extensive experience, including his tenure as Economist and Senior Economist in Eswatini’s Ministry of Economic Planning and Development and the Ministry of Finance from 2010 to 2019, has been invaluable in enhancing SADC’s development cooperation and financial sustainability. Since joining the Secretariat in 2019, he has played a key role in ensuring that regional projects receive the necessary support to thrive.

The recognition of Matsebula and Mlotsa is a testament to the high-caliber talent Eswatini contributes to regional development efforts. Their work is enhancing economic policies, strengthening financial strategies, and ensuring sustainable progress for the SADC community.
