The Ministry of Public Service would like to join the Nation in wishing His Majesty King Mswati III a happy 58th birthday and 40 years anniversary on the throne: “A reign for ages and 40 years strong” – Bayethe Wena Phakathi! Lunwele Loludze Mpangazitha!
The fact that this year’s King’s birthday collaborates with His Majesty’s 40th coronation anniversary, indicates that 2026 is indeed a great year for Emaswati. The 40 years of His Majesty’s reign is a milestone of pride, reflection and celebration as we commemorate a unique leadership that has shaped generations and continues to inspire the future. In line with the Nkwe! mandate issued by His Majesty the King, the Ministry of Public Service has recorded a number of achievements and as such, service excellence will always be the gift that the Ministry presents to His Majesty.
MINISTRIES’ EVOLUTION
The Ministry of Public Service has evolved since the day His Majesty King Mswati III ascended to the throne. When His Majesty ascended to the throne in 1986 there were 16 169 civil servants and 19 Government Ministries. To date there are 44 755 civil servants and 18 Government Ministries, which are supplemented by the Prime Minister and Deputy Prime Minister’s Offices, respectively. This is an indication that His Majesty’s Government continues to provide employment to a majority of Emaswati.
NAME CHANGES AND MANDATE
In 1986 the Ministry of Public Service was called the Ministry of Labour and Public Service. During the 1998 – 2009 administration the Ministry of Public Service was referred to as the Ministry of Public Service and Information. In 2009 it was dubbed the Ministry of Public Service and to date the Ministry has maintained the same title and continues to execute its mandate of providing overall civil service management, civil service reforms, civil service human resources management, in-service training, Civil Service Commission and providing governance and administration over collective bargaining in the public sector.
PSPF ESTABLISHMENT
It is under the wise reign of His Majesty King Mswati III that we witnessed the establishment of one of the leading social security schemes in the country, being the Public Service Pensions Fund (PSPF). This pension scheme was established in 1993 through the Public Service Pensions Order No. 13 of 1993 to ensure a dignified retirement to employees working in the public service of ESWATINI by providing pension payouts and other benefits. When congratulating the PSPF 30th year anniversary in 2023, His Majesty could not withhold His joy as he graciously stated that “The well-being of everyone in the Kingdom is paramount. It must not end once one has retired. It is therefore heart-warming that over the past three decades, the PSPF has played an essential role in ensuring the economic stability of civil servants after retirement”.
PSPF has grown significantly both in terms of its membership and financial base. Through sound management and strategic investments, PSPF has grown exponentially with assets increasing from E17 billion in 2015 to an impressive E42 billion as of 31st December 2025. This growth is not only a reflection of the Fund’s financial acumen but also of its commitment to embracing the spirit of Nkwe! in its operations and sustainability levels.
WELLFARE OF CIVIL SERVANTS

It is under your reign Your Majesty that you have commanded Government to periodically review the salaries of civil servants to evaluate if they are still fair, competitive and motivational for a productive workforce. Hence today civil servants are still enjoying the increments that were implemented in October last year, following the 2025 salary review exercise, whose full implementation is planned for July this year.
