MBABANE – Agriculture, forestry and fisheries have received a lion’s share in the E7.78 billion allocation for capital projects in the 2026/27 fiscal year.
The estimated capital expenditure for 2026/27 demonstrates a clear commitment to strengthening the foundations of the economy, investing a total of E7.78 billion across key sectors that directly support growth, stability and national development.
At the heart of the plan is a strong focus on productive sectors that drive economic momentum. Agriculture, Forestry and Fisheries will receive E1.78 billion, representing 22.9% of total capital spending. This substantial allocation signals confidence in the country’s natural resources and rural economy. Investment at this scale can modernise farming methods, enhance food security, support agro-processing industries and create employment in rural communities, strengthening livelihoods while building resilience against global supply shocks.
Transport and Communication follows closely with E1.59 billion, or 20.5% of the total allocation. Efficient transport networks and modern communication systems are the backbone of trade and economic activity. Improved roads, digital connectivity and logistics infrastructure will not only facilitate business growth but also connect communities, reduce travel times and enhance access to markets, education and healthcare.
General Public Services accounts for E1.53 billion, or 19.7% of the capital budget. Strong institutions and efficient public administration are essential for sustainable growth. This investment will likely enhance governance systems, improve service delivery and reinforce accountability, creating an environment where both citizens and investors can thrive with confidence.
Fuel and Energy receives E1.28 billion, representing 16.4% of the total. Reliable and affordable energy is central to industrial expansion, technological development and household wellbeing. Investment in this sector can support energy security, expand generation capacity and potentially integrate more sustainable energy solutions, positioning the country for long-term economic competitiveness.
Education and Housing also feature prominently. Education will benefit from E422.6 million (5.4%), reinforcing the development of human capital. By investing in schools and learning facilities, the country is equipping future generations with the skills required in a modern economy. Meanwhile, E475.8 million (6.1%) allocated to Housing and Community Amenities reflects a commitment to improving living standards and supporting urban development.
Water Resources Management receives E264.1 million (3.4%), an important step towards safeguarding water supply and strengthening climate resilience. Public Order, Safety and Defence (2.1%), Health (1.3%), Manufacturing (1.2%), Recreation and Culture (0.7%), and Social Security and Welfare (0.2%) round out a balanced portfolio that recognises both economic productivity and social wellbeing.
The overall distribution of capital expenditure presents a strategic approach: prioritising infrastructure, agriculture and energy while continuing to invest in people and communities. This balanced framework not only supports immediate economic activity but also lays the groundwork for sustained prosperity.
