BABHEKILE MATSEBULA IS NEW FINANCIAL INTELLIGENCE DIRECTOR

MBABANE – The Minister of Finance, Neal Rijkenberg, has announced the appointment of Babhekile Gugu Matsebula as the new Director General of the Eswatini Financial Intelligence Centre (EFIC).

He revealed Matsebula’s appointment on 24 March 2025 during a press conference at the EFIC Boardroom, located at Corporate Place in Mbabane.

Minister on Matsebula’s Qualifications and Experience

In his remarks, the Minister emphasised that Matsebula’s impressive credentials, which include dual Law degrees, a Master’s in Financial Management, and specialised anti-money laundering certifications, along with her 15 years of executive experience in financial regulation, make her exceptionally qualified for the role.

Rijkenberg noted that her previous leadership positions at Eswatini Bank and the Financial Services Regulatory Authority (FSRA) were particularly valuable preparation for this appointment. The Minister stated that the selection reflects the government’s commitment to placing highly capable professionals in critical positions to safeguard the financial system.

The minister remarked that Matsebula’s technical expertise and proven leadership would be vital as the country strengthens its compliance with international financial standards.

Matsebula’s Response

In her response, Matsebula expressed her gratitude to His Majesty’s Government, the Board, and all key stakeholders for placing their trust in her to lead the esteemed institution. She stated that she was deeply humbled by the appointment and looked forward to contributing to the continued growth and success of the Eswatini Financial Intelligence Centre, as it continues its role in safeguarding the financial integrity of the nation.

She pledged to steer the Centre towards a future of innovation, excellence, and sustainable growth. Matsebula affirmed that they would ensure they remain at the cutting edge of financial intelligence, setting new standards and achieving measurable milestones.

She highlighted that the Centre would uphold the highest principles of integrity, confidentiality, accountability, and transparency, guiding their efforts to create a meaningful impact for stakeholders and contribute positively to the nation’s development.

Addressing Financial Crime

Matsebula stated that the fight against financial crime, including money laundering and terrorist financing, is fundamental to preserving the integrity of financial systems and national security. She mentioned that as part of this mission, they would enhance collaborative efforts with government agencies, Designated Authorities, financial and non-financial institutions, and law enforcement agencies.

It was noted that their advanced analytical capabilities and strategic reporting would provide vital information to inform policy decisions and strengthen preventative measures. She emphasised that empowering law enforcement partners with the necessary tools and intelligence would remain a priority, ensuring they are well-equipped to combat financial crime effectively.

She pledged to rigorously enhance information security and data protection measures, ensuring compliance with international standards and committing to regular audits to safeguard the financial integrity of the nation. Matsebula also indicated that they would review and strengthen regulatory and supervisory tools for the Designated Non-Financial Businesses and Professions (DNFBPs) to effectively manage compliance in this sector.
