CRIMINAL NETWORKS FACE HEAT UNDER NEW POLICE DEAL

MBABANE – The Royal Eswatini Police Service and the Police of the Republic of Mozambique have formalised cross-border policing cooperation through the signing of a landmark Memorandum of Understanding (MoU) at Police Headquarters in Maputo on Friday, May 15, 2026.

The agreement, signed by National Commissioner Manoma Vusie Masango and Inspector General Joaquim Adriano Sive, sets out how the two services will jointly tackle transnational organised crime along their shared corridor.

The MoU establishes a coordinated operational framework targeting crimes such as illegal immigration, vehicle smuggling, stock theft, goods smuggling, and trafficking in drugs and firearms. It outlines mechanisms for intelligence sharing, joint patrols, rapid response, and training exchanges measures designed to close jurisdictional gaps and improve enforcement efficiency on both sides of the border.

Earlier, the Eswatini delegation took part in a wreath-laying ceremony at Heroes Square, a symbolic gesture honouring Mozambique’s fallen heroes. The ceremony was attended by Minister of Interior Paulo Chachine, Inspector General Sive, Deputy Inspector General Aquilasse Kapagula Manda, and senior government and PRM officials, underscoring the diplomatic weight of the visit.

Masango’s delegation included Deputy National Commissioner Mumcy Dlamini, Assistant Commissioner Lisbon Mabuza, Superintendent Mfanasibili Mkhwanazi, Superintendent Vusi Dlamini, Sergeant Tsepo Ngwenya and Constable Sizwe Maziya. Legal teams from both countries had met a day prior to finalise the agreement, ensuring it is both enforceable and operationally sound.

Sive described the MoU as a practical translation of political will into action, crucial for safeguarding the border and protecting citizens. Masango echoed the sentiment, stating the agreement equips both services with the tools to respond “swiftly and in unison” against increasingly sophisticated criminal networks.

Beyond policing, the agreement reflects strengthening bilateral ties between the Kingdom of Eswatini and the Republic of Mozambique, anchored in mutual respect and a shared commitment to regional stability, security, and trade.
