MBABANE – Principal Secretary in the Ministry of Public Service, Mthunzi Shabangu, has urged staff at the Eswatini Institute of Management and Public Administration to embrace ongoing transformation processes aimed at strengthening the country’s public service training architecture.
Shabangu made the call during a familiarisation visit to the institution, where he engaged management and staff on its strategic role in building a capable, ethical and professional public service. The visit formed part of efforts to strengthen collaboration between the Ministry and the Institute in advancing Government’s capacity-building agenda.
Addressing staff, the Principal Secretary commended EIMPA for its resilience and continued commitment to delivering training and capacity-building programmes despite leadership and institutional challenges. He said the institution remains central to efforts to improve service delivery across the public sector.
“A capable, ethical, innovative, and professional public service is essential for national development. We look upon EIMPA as the country’s management development institution for public sector capacity development,” Shabangu said.
He encouraged the Institute to remain steadfast in its mandate of equipping civil servants with the knowledge, skills and competencies required to improve efficiency and effectiveness in Government operations.
A key focus of his message was the ongoing transformation of EIMPA into the Eswatini National School of Governance, which he said should be understood beyond structural changes.

“Transformation is not solely about structures and systems; it is also about fostering a culture of excellence, accountability, continuous learning and service to the nation. The ultimate objective remains clear: to improve service delivery,” he said.
Shabangu further urged staff to fully embrace the transition process, noting that it represents a shift towards building a modern, innovative and results-driven public service training institution.
He added that collaboration, idea-sharing and mutual support among staff would be critical in ensuring the success of the transformation agenda and in strengthening Government’s Programme of Action.
The Principal Secretary urged the institution to continue playing its role in developing a professional public service capable of responding effectively to the needs of emaSwati.
