MBABANE – Government has reaffirmed its commitment to restoring accountability, strengthening governance and improving service delivery in Hlathikhulu following the findings of the Commission of Inquiry into the affairs of the Hlathikhulu Town Board.
In a press statement issued on May 13, 2026, the Ministry of Housing and Urban Development said the inquiry was established through Legal Notice No. 113 of 2025 to investigate governance systems, land management, building control, valuation processes and other administrative matters affecting the town.
The Ministry stated that the Commission conducted investigations, desktop reviews, stakeholder interviews and fact-finding visits as part of efforts to assess challenges and recommend solutions aimed at strengthening transparency and accountability within the local authority.
Authorities said the inquiry was guided by fairness, integrity and transparency, with recommendations expected to support Hlathikhulu’s recovery and medium-term revitalisation.
Among the issues examined were governance and internal control systems, the growth of unplanned settlements, enforcement of building regulations, alleged irregularities in land allocation and concerns surrounding valuation rolls.
The Commission submitted 77 recommendations to the Minister of Housing and Urban Development for consideration. According to the Ministry, some recommendations require immediate action, while others will be implemented in phases depending on financial and administrative capacity.
The Ministry also noted that certain recommendations involve sensitive matters requiring the protection of whistle-blowers, while others call for collaboration with external institutions and Ministry officials.
In line with principles of natural justice, the Minister has already engaged the Hlathikhulu Town Board regarding Recommendation Number One and granted the council seven days to respond. Councillors officially received the findings on April 23, 2026 for review.
Government further highlighted that lessons from the inquiry could assist other towns across Eswatini in strengthening governance systems and improving local administration.
The Ministry thanked Commissioners, stakeholders and community members who contributed to the process, expressing confidence that continued cooperation would support Hlathikhulu’s rebuilding and future development.
