LOBAMBA – The Public Accounts Committee (PAC) has turned up the heat on financial accountability within His Majesty’s Correctional Services after officials struggled to explain the whereabouts of E900 000 allocated for prison infrastructure upgrades.
The issue emerged during a parliamentary oversight session reviewing expenditure on correctional facility improvement projects across the country. Lawmakers were left seeking answers when financial records failed to immediately account for E900,000 that formed part of an additional allocation approved for the projects.
E3.9 Million Allocation Under Spotlight
Documents presented to the committee showed that Government released a total of E3.9 million for prison infrastructure development, including an original E3 million allocation and a supplementary E900,000. However, PAC members questioned why supporting records could not promptly verify how the additional funds had been utilized.
Committee members stressed that every cent of public money must be fully accounted for, warning that incomplete documentation makes it difficult to determine whether funds were properly committed, spent within the correct financial year, or carried forward into another accounting period.
Transparency at the Centre of Inquiry
The PAC highlighted the importance of accrual documents in ensuring transparency and maintaining accurate government financial records. Members explained that such documents provide evidence of when financial obligations were incurred and whether expenditure was correctly captured within the State’s accounting system.
Failure to produce these records, the committee warned, could undermine confidence in public financial reporting and create challenges during future audits. Members further emphasized that thorough reconciliation processes are essential to safeguarding public resources and strengthening accountability across government institutions.

The committee indicated it would continue engaging relevant authorities until all supporting documentation is submitted and the E900,000 allocation is fully reconciled.
