MBABANE – Prime Minister Russell Mmiso Dlamini says Government is committed to improving its performance and ensuring that national development programmes translate into tangible benefits for EmaSwati.
Dlamini made the commitment following the release of the 2025/26 Government Performance Report, which assessed the implementation of the Nkwe Programme of Action across Government ministries and departments.
The Prime Minister said Government had accepted the recommendations contained in the report and would implement a comprehensive programme of reforms aimed at strengthening service delivery and improving overall performance
He said the findings should not simply be viewed as a reflection of Government’s performance, but as a roadmap for identifying weaknesses and making the necessary changes to improve implementation.
Among the measures Government plans to undertake is the acceleration of resolutions adopted during the 2026 Cabinet Retreat, while placing greater focus on high-impact Programme of Action targets.
Government will also ring-fence resources for strategic projects to ensure that critical programmes are not unnecessarily delayed by funding constraints.
Dlamini said Government would further strengthen quarterly performance monitoring to ensure that progress is continuously assessed rather than waiting until the end of the financial year to identify shortcomings.
Another area receiving attention will be coordination among ministries and departments.
The reforms will seek to improve inter-ministerial cooperation, particularly where programmes require different arms of Government to work together to achieve common objectives.
The Prime Minister also pointed to the need for stronger accountability through consequence management.
This will include rewarding excellence while addressing underperformance, with the aim of creating a public service that is more focused on delivering results.
Government also intends to improve the quality and timeliness of performance reporting. Mandatory reporting workshops and SMART planning will be introduced to ensure that ministries have clearer, measurable and aligned targets.
Dlamini acknowledged that the overall performance score was a clear call for Government to accelerate its efforts.
However, he said Government remained confident that the lessons drawn from the assessment would strengthen implementation across all sectors.
He said Government would seek to replicate successful approaches while bringing implementation forward, improving coordination and reinforcing accountability.
The Prime Minister said the ultimate objective was to ensure that Government policies and programmes moved beyond plans and reports to produce visible improvements in the daily lives of EmaSwati.
The assessment will also inform future planning, resource allocation and performance management, ensuring that national development priorities are pursued with greater speed, discipline and impact.
Dlamini’s commitment comes as Government seeks to build on areas where progress has been recorded while urgently addressing sectors and programmes that have fallen behind.
He said the administration remained committed to continuously improving implementation performance and ensuring that the promises contained in the Programme of Action translate into meaningful results for the nation.
