EZULWINI – Government has signed contracts for the E2.6 billion MR14/21 road project, clearing the way for construction to begin on a major infrastructure programme set to improve connectivity and livelihoods across Sithobelweni, Maloma, Nsoko and Siphambanweni, with completion scheduled within 36 months.
The Ministry of Public Works and Transport formalised the agreement with a joint venture comprising WBHO Construction and Stefanutti Stocks Eswatini, with AG Thomas appointed as a specialist subcontractor for pavement design and construction. The project forms Phase I of the Eswatini Road Infrastructure Improvement Programme, financed by the African Development Bank.
Principal Secretary Thulani Mkhaliphi said the project goes beyond road construction, positioning itself as a community centred intervention with long term social and economic benefits.
“The contract was awarded following a rigorous and transparent open bidding process conducted in full compliance with African Development Bank procurement requirements,” said Mkhaliphi. “This reflects both competitive merit and confidence in the contractors’ capacity to deliver a project of this scale.”
He said communities along the corridor will benefit from improved access to schools and health facilities, alongside upgrades to school infrastructure. These include better road access, improved water supply and support for essential facilities such as science laboratories.
Mkhaliphi stressed that the initiative is designed as a skills development platform, targeting youth, women and unemployed emaSwati, including those without formal qualifications. “This project has to be a school,” he said. “Participants will be trained in practical trades such as plumbing, steel fixing and operating construction machinery, including tractors.”
He added that trainees will work under qualified professionals, including engineers, through a structured mentorship approach in partnership with the Nhlangano AIDS Training Information and Counselling Centre. Upon completion, participants are expected to receive certificates and practical experience to position them for future employment opportunities.
“If we have another project, we will have a pool of emaSwati with the skills and experience to take part,” Mkhaliphi said.
Beyond transport infrastructure, the project includes social amenities aimed at improving daily life for communities along the route, ensuring direct and tangible benefits from the investment.
Stefanutti Stocks Managing Director Billy Howes welcomed the contract award, acknowledging its significance in advancing national development goals aligned with His Majesty King Mswati III’s vision. He assured that the company has the capacity to deliver.
Dr Thandiwe Hlatshwayo, Director at Stefanutti Stocks, said the company is committed to delivering the project within budget and on schedule, adding that discussions on fair and inclusive employment opportunities will follow.
Construction is expected to begin immediately, marking the start of a project government says will reshape both infrastructure and opportunity in the country’s southern corridor.
