MBABANE– Eswatini’s dependence on imported petroleum products has placed fuel security at the centre of the country’s energy agenda, with the downstream energy sector increasingly focused on strengthening supply routes, storage capacity and infrastructure.
This is according to OTL Africa Downstream Energy, which used Eswatini’s Independence Day to highlight the country’s petroleum sector, its challenges and ongoing efforts to build a more resilient energy supply system.
Eswatini has no domestic oil production or refining capacity and therefore relies entirely on imported refined petroleum products to meet its fuel requirements.
The country’s fuel supply is particularly important to the wider economy, supporting transport, agriculture, industry, commerce and other productive sectors.
According to OTL Africa Downstream Energy, petroleum products are imported primarily from South Africa, while Mozambique provides an alternative supply route. The availability of multiple regional supply options is important for diversifying sources and improving security of supply.
As a landlocked country, Eswatini relies on efficient regional transport networks to bring fuel into the country. Petroleum products are transported by both road and rail before being distributed through commercial storage facilities and networks operated by petroleum wholesalers and marketers.
OTL Africa Downstream Energy said maintaining reliable regional supply routes and adequate storage capacity remains critical to ensuring that fuel is consistently available to consumers and businesses.
The sector is regulated by national institutions, with the Ministry of Natural Resources and Energy responsible for energy policy, while the Eswatini Energy Regulatory Authority (ESERA) oversees downstream petroleum activities.
ESERA’s responsibilities include the licensing and regulation of wholesale and retail operations, storage, distribution, liquefied petroleum gas and other petroleum-related activities.
The Eswatini National Petroleum Company (ENPC), meanwhile, serves as the country’s national oil company. Its mandate includes securing, importing, supplying and distributing petroleum products, as well as developing strategic petroleum infrastructure and reserves.
The focus on strategic reserves has become increasingly important as Eswatini seeks to reduce its vulnerability to disruptions in regional and international fuel markets.
OTL Africa Downstream Energy identified strengthening fuel supply security, increasing strategic petroleum storage capacity, diversifying import routes and improving distribution infrastructure as some of the key priorities for the country’s downstream petroleum sector.
The development of strategic fuel reserves is particularly significant as it could provide the Kingdom with greater protection against temporary supply disruptions while supporting continuity of economic activity.
At the same time, Eswatini is looking beyond petroleum as part of its broader energy strategy.
The country is advancing energy diversification through renewable energy development, including solar projects, while continuing to strengthen its energy infrastructure.
OTL Africa Downstream Energy said the combination of stronger petroleum infrastructure, improved regulatory compliance, diversified import routes and investment in renewable energy could enhance Eswatini’s long-term energy resilience.
The Independence Day message therefore presented Eswatini’s energy sector as one undergoing an important transition — from managing dependence on imported petroleum towards building stronger strategic reserves, more resilient supply networks and a more diversified energy future.
As Eswatini celebrates its independence, the message from OTL Africa Downstream Energy highlights the importance of energy security to the Kingdom’s economic ambitions and the need to ensure that reliable fuel supplies continue to support the people, businesses and industries driving the country forward.
