MBABANE- The Ministry of Natural Resources and Energy has intensified efforts to strengthen the country’s land registration system through specialised training on sectional title registration, a move aimed at improving the administration of land records and enhancing certainty in property ownership.
The training, conducted this week by the Ministry through the Deeds Registry and the Surveyor General’s Department, focuses on the preparation of sectional plans and the registration of sectional title deeds. It forms part of government’s ongoing efforts to build institutional capacity and improve the efficiency of land registration and surveying services in the Kingdom.
The programme is being delivered in partnership with South Africa’s Department of Land Reform and Rural Development through the Office of the Chief Registrar of Deeds and the Office of the Chief Surveyor-General.
According to the Ministry, the collaboration reflects the longstanding relationship between Eswatini and South Africa in strengthening professional expertise within the land administration sector.
The Ministry noted that South Africa has, over the years, played an important role in building the technical and professional capacity of officers in the Kingdom’s Deeds Registry and Surveyor General’s Department through specialised training, technical support and knowledge sharing.
To facilitate the current programme, South Africa deployed a team of six specialists with expertise in deeds registration, land surveying and legal training. The team comprises Deputy Registrar of Deeds (Training) Ms Tania Shawe, Assistant Registrar of Deeds (Training) Mr Andries Badenhorst, Law Lecturer in Deeds Training Ms Brenda Ndala, Assistant Registrar of Deeds at the Pretoria Deeds Registry Mr Charles Ramasenya, and land surveyors Ms Sarah Nkodi and Mr Sandile Ntuli from the Gauteng Surveyor-General’s Office.
The training has brought together conveyancers, notaries public, land surveyors, representatives from the Ministry of Housing and Urban Development, officials from Eswatini, and members of the Bankers Association.
According to the Ministry, the participation of the various stakeholders is intended to promote a common understanding of the legal and technical requirements governing sectional plans and sectional title registration while strengthening collaboration among institutions involved in land administration, property development and land transactions.
The Ministry further stated that the effective implementation of sectional title registration is expected to improve the management of multi-unit developments, provide greater security of tenure for property owners and enhance confidence in the country’s land registration system.
It added that the training marks an important step towards strengthening the legal and institutional framework that supports sustainable urban development, investment and economic growth in the Kingdom.
