- Consultations aim to balance costs and commuter welfare

MBABANE – The Ministry of Public Works and Transport has assured the nation that ongoing consultations are underway to address bus fare adjustments, with a strong focus on protecting commuters while supporting the sustainability of the public transport sector.
In a statement issued on Saturday, 9 May 2026, Ministry of Public Works and Transport Principal Secretary (PS) Thulani Mkhaliphi indicated that it is working closely with the National Road Transportation Council to carefully assess the current situation before any decisions are made.
Rising fuel costs drive discussions
Mkhaliphi explained that the consultations are taking place against the backdrop of rising global economic pressures, particularly the sharp increase in fuel prices, which have risen by approximately 63 per cent over the past four months.
He noted that fuel remains a major cost driver in the transport sector, and the increase has pushed operational costs for public transport operators to unprecedented levels.
As a result, transport operators have been reviewing fare structures, particularly adjustments to discounts previously offered to commuters since 2022, especially those travelling long distances.
Commitment to commuter protection
Despite these pressures, Mkhaliphi emphasised that commuter interests remain a top priority. He acknowledged the efforts made by transport operators in maintaining discounted fares over the years, noting that such measures have provided relief to many emaSwati.
The PS appealed to operators to continue adhering to gazetted fare limits while discussions are ongoing, ensuring that commuters are not unfairly burdened during this period.
Transparent and inclusive process
Officials highlighted that the engagement process is designed to be inclusive and evidence-based, taking into account both operational realities and the socio-economic needs of the public.
The consultations also include discussions on the possible implementation of the 2022 parliamentary resolution regarding future fare adjustments, signalling a long-term approach to managing transport costs.
Public urged to remain calm
He encouraged members of the public to remain calm and patient as the consultations progress, assuring that all decisions will be communicated transparently once engagements are concluded.
“The public will be informed through appropriate channels once the discussions are finalised,” the ministry stated.

The ongoing consultations reflect government’s commitment to ensuring a balanced transport system that remains affordable for commuters while also viable for operators.
