HLATHIKHULU– The Ministry of Housing and Urban Development has announced the temporary appointment of Kenneth S. Fakudze as Clerk to the Board and Town Clerk for the Hlathikhulu Town Board, effective 27 April 2026, for a period not exceeding twelve (12) months.
The appointment has been made in terms of the Urban Government Act No. 8 of 1969, read together with the Urban Government Staff Regulations of 1969.
Fakudze holds a Bachelor of Arts degree and brings extensive experience in local government administration, having served in senior municipal roles over the years.
He previously served as Town Clerk at the Mankayane Town Board for two terms, where he demonstrated strong leadership in municipal governance and institutional management.
His terms of reference include restoring effective governance systems within the Hlathikhulu Town Board, rebuilding stakeholder confidence, and overseeing implementation of recommendations arising from the Commission of Inquiry report.
The Ministry has expressed confidence in Fakudze’s ability to execute the mandate with diligence and professionalism.
He was formally welcomed by councillors and has assumed duties with immediate effect as the town board moves to strengthen administrative efficiency and service delivery.
The Ministry noted that the appointment forms part of ongoing efforts to stabilise governance structures within urban local authorities and ensure improved accountability and service delivery across town boards in the country.
It further stated that Hlathikhulu Town Board remains a key administrative centre whose efficiency is critical to local development, infrastructure planning and community service provision.
The Ministry said it expects close collaboration between the new town clerk, councillors and stakeholders to ensure that governance challenges identified in past assessments are addressed decisively and sustainably within the stipulated appointment period.
This appointment is expected to strengthen institutional performance and restore public confidence in local governance structures in Hlathikhulu over the coming months period.
