GOVT RESHUFFLES SENIOR OFFICIALS TO BOOST SERVICE DELIVERY

MBABANE – The Civil Service Commission has announced the administrative and technical transfer of senior government officials across various ministries.

The strategic move, officially communicated via a memorandum dated August 5, 2025, signed by the Commission Chairman Simanga Mamba, is part of a broader government initiative to enhance performance, inject fresh energy into ministries, and align skills with national development priorities.

Driving Efficiency Across Ministries

The reshuffle affects eleven senior officials, each being reassigned to new ministries in roles that reflect their administrative expertise and leadership potential.

“This serves to notify you that in the spirit of strengthening the administrative and technical functioning of government for improved public service delivery, the following senior government officials have been transferred with immediate effect,” reads the memorandum.

Among the notable changes:

  • Ms Gugu Shabangu, formerly with the Ministry of Agriculture, now strengthens the Ministry of Home Affairs as Under Secretary – Administration.

 

  • Mr Nhlanhla Motsa transitions from Public Works to the Ministry of Agriculture, ensuring continuity in service delivery with a familiar portfolio.

 

  • Ms Cebile Nhlabatsti moves from Commerce to the Ministry of Public Service, while Mr Antony Masilela shifts to the Ministry of Health.

 

  • Mr R. Phungwayo brings his experience from Public Service to his new role in Public Works and Transport.

Embracing Technical Expertise

In a technical move, Mr Vincent Dlamini, previously Chief Roads Engineer at Public Works, joins the Ministry of Agriculture as Under Secretary – Technical. This transfer highlights the government’s commitment to placing skilled professionals in sectors where their expertise can drive impactful projects.

Additionally, Ms Mpumie Dlamini, who served under the Ministry of Home Affairs, takes up a new role at the Ministry of Labour and Social Security, and Mr Phesheya Dube, former Principal Secretary of ICT, now brings his experience to the Ministry of Commerce, Industry and Trade.

A Renewed Commitment to Service Excellence

The realignment not only strengthens individual ministries but also reflects the government’s proactive approach to effective governance. As noted in the memo’s conclusion, the Commission expressed gratitude for the continued support and dedication of all departments:

“Grateful for your continued support and unwavering commitment to public service excellence,” Chairman Mamba stated.

This reshuffle is a promising sign of a government that is actively evolving to meet the needs of its citizens, placing capable individuals where they can make the most meaningful impact.
