MBABANE- The Commission of Inquiry into the affairs of the Hlathikhulu Town Board has officially concluded its work, with the final report being received on Friday January 16,2026 by the Minister of Housing and Urban Development, Hon. Appolo Maphalala.
The handover marks an important milestone in efforts to strengthen governance, accountability, and transparency within local authorities.
The submission of the report brings to an end a rigorous, transparent, and inclusive inquiry process aimed at establishing facts, addressing governance concerns, and restoring public confidence in the administration of the Hlathikhulu Town Board.
The Commission was appointed by the Ministry of Housing and Urban Development as part of broader initiatives to promote sound urban governance and effective service delivery.
Commission Chairperson Commissioner Zandile Mkhwanazi-Dhlamini, together with members of the Commission, formally presented the report following the completion of the inquiry. She confirmed that the investigation was conducted thoroughly and independently, guided by principles of fairness, integrity, and accountability.
The process included extensive engagement with stakeholders and members of the public who provided submissions and information to assist the Commission in fulfilling its mandate.
Commissioner Mkhwanazi-Dhlamini extended her sincere appreciation to residents of Hlathikhulu, stakeholders, and all individuals who took time to support and cooperate with the Commission throughout the investigation.
She emphasized that public participation was vital to the integrity and credibility of the inquiry, noting that community involvement strengthens democratic governance and transparency in local authorities.
Receiving the report o Hon. Appolo Maphalala acknowledged the work of the Commission and commended its commitment to a transparent and fact-based process.
He indicated that the Ministry will now carefully study the findings and recommendations in line with due process before determining the appropriate course of action. The Minister reaffirmed the Ministry’s commitment to the principles of accountability, integrity, and good urban governance.
The conclusion and handover of the Hlathikhulu Town Board inquiry report is widely viewed as a positive step toward strengthening oversight, improving local governance systems, and restoring public trust in municipal administration.
